And now, onto the specifics
New Girl - Jessica Day/Cece Meyers
I adore these girls. I love the little glimpses we get of their lives growing up and how they affect one another. I don't particularly mind Jess/Nick (or whoever) or Cece/Schmidt, but I'd rather this story not be about them. Obviously. Ensemble is fine, as long as the focus is on these two girls.
I'd like to see something from their growing up years, or a missing scene from the season, or something far into the future.

I have a long history of shipping friends, and if you've offered this fandom and pairing I assume you're comfortable with that, in context of canon. I'd really prefer not to read about a drunken hookup that induces shame or panic (which isn't to say that drunken hookups aren't something I like to read... as long as they reflect something that the characters are comfortable with or growing into). I'd also prefer not to read about one of the boys cluing into a relationship before the girls have figured it out for themselves. It's one of my pet peeves.
I like fic that doesn't erase things like Jess's being a school teacher, or Cece's heritage without romanticizing it (growl, I'm looking at you Schmidt) or their long knowledge of one another.

I love Ann. I love people who love Ann. There's more in my letter, but if you write a story about someone loving Ann, then I'll be head over heels.

I've actually had to stop watching the show during season 4 because of my investment in Ann and Leslie as friends (and/or more than) and the way Ann was written on the show (well, and the way Ben was written. And Leslie... but that's another post) but I'm sure I'll watch it eventually, and I know enough about what went on that if you'd like to write a season 4-based story I won't be lost or disappointed.
Honestly? If you write something with love an attention towards Ann I'll be blissful. But if you'd like more ideas, keep reading. Heh.
For Ann/Leslie, the first two seasons really read like a budding love story for me, and I'd like something in that vein. If you'd like to address why Ann continues to date out of the Parks Department pool, or something one-sided, I may get weepy on your comments but I'd love it. Again, I'd rather not see someone else figuring out their relationship before they do, and I would find it interesting to address Ann's family in a way the show has never ventured to.
I'd love to know more about Ann. Her life before stumbling on the world of local government, and her life after. I dig AUs if you want to write about Pawnee High School, or something that could have happened, or something that flat out didn't.
For Ben/Ann, I'll admit that I mostly see them acting as a substitution couple for Ben/Leslie & Ann/Leslie -- for whatever reason. If you're comfortable with the threesome (at whatever rating) I'd love to see that, but in the absence thereof, it would be great to read about their motivations. Unlike my femslash requests, I'm totally okay with Ben/Ann as a drunken hook up or mistake.
Ann/Lucy is a bit of a wild card because well, they've met in canon once. However, outside of canon leaves a lot of holes where more stories about Ann or Lucy could be told. There's only... two stories about them in existence (that I know of) and one of them is by me... but don't let that intimidate you if you're struck by a bunny! I'd rather not read about them talking about Tom for more than the required moment, and I'd rather not see a drunken hook up of regrets, but other than that just about anything goes for these two.
Game of Thrones - Cersei Lannister/Sansa Stark, Cersei Lannister/Brienne of Tarth, Cersei Lannister/Jaime Lannister
I love Cersei! I'm... about to fall asleep, so I'll include details in my letter, but I love little glimpses of vulnerability in Cersei... however, I also love her strength, her passion, and her willingness to do just about anything to see a glimpse of power.

Please take care to note my squicks and kinks in the above links, as they are especially relevant for this fandom. As I said, I love Cersei, so please don't write her as a heartless villain. Nor do I want to see her taken down and broken (by love, or whatever). I adore Myrcella and Tommen, so they're welcome to come along. However, I'd like to see as little of Joff as possible. If you're into threesomes, any combination of the pairings listed would be lovely. I am interested in: any point in the series where Cersei and Sansa come to an uncomfortable alliance or safety in one another, Cersei and Brienne meeting SOMEHOW I DON'T CARE HOW (AUs are fine), Cersei and Jaime's history and how that plays out in the current political climate. I'm also reading the books very slowly, but don't mind being spoiled (I'm almost done with the first).
Homestuck - Jane Crocker/Roxy Lalonde, Rose Lalonde/Vriska Serket, Roxy Lalonde/Nepeta Lejion
I love the pants of the Lalondes, and possibly have a lady!boner problem where Vriska is concerned, and Jane is JUST THE CUTEST and Nepeta is the most darling ever. I don't mind AUs, and bending timelines has never really been an issue for the canon, so I don't see any reason to avoid it.

Characterization has always been more important to me than nitpicky details of the world, so even if you aren't super well-versed in Homestuck, you should feel comfortable writing for me. :) I'm new to the fandom, having only read the whole series about a month ago, so just about every concept is new to me. I'd rather not read something horribly depressing, but anything ranging from unrequited feelings to the reddest of red connections is go. I don't have particular fanon conventions for any of these couples and with convincing could see any of them going just about any direction.

Femslash is hard to find, let alone in a largely inactive fandom. I'd love just about anything about these two. Set during the seasons they shared, sometime in the future (integrate Monica into the most recent film?) or an AU of an earlier case. I have a soft spot for babies and home life, so if that applies to what you'd like to write, I certainly wouldn't mind reading it!
Go as dark as you like for this fandom, but I'd prefer no rape. And I've never been a big fan of Mulder as a romantic prospect for Scully, but wouldn't mind seeing him in a supporting role.

Whenever I rewatch the early seasons of The X-Files I remember why, and how much, I loved it. Maybe I'll go back one day and try and watch the lot. One day ...
Joffrey is one of the vilest characters I've ever encountered so I'm not surprised you don't want to see much of him. I really, really want him to get his just desserts. How does the phrase go? Ah yes, 'death's too good for him ...'
I want Homestuck in actual paper format! I'm loving it so far, but I really don't read from a computer screen that well (annoyingly, giving how much time I spend in front of one :/).

And yes, Reyes is strictly at season 8/9 invention. She and Doggett act as a rough-hewn replacement for Mulder and Scully, only in this case, Doggett is the staunch rule-follower and Reyes is a bit more... open to all things mystical. By this point, Scully has seen more than her share of the paranormal, and sticks around as a third agent and a player in the mythology.
Joffrey is just... no.

If I was ever to write ASOIAF fanfic (which is very, very unlikely) I'd take great pleasure in killing Joff in the slowest and most painful way possible. Or perhaps it would would warrant a five-times fic. You know, 'five times Joffrey died an agonising and well-deserved death' :D
