I agree with blurubberband55: I think there's a big difference between 'favourites' and 'best'. I loved watching Gossip Girl in the first season, because it's just so pretty but when we talk quality, it shouldn't really make a top ten list.
Qualitatively, I think The West Wing should be very high up on this kind of list.
However, I think that when it comes down to voting on the internet, The West Wing won't stand a chance against some other shows that are, with all due respect, nowhere near as good as The West Wing, basically because it's ended, fandom isn't as big as Whedonverse and there rest of the voters is too young or not interested in politics.
